Title 1

The mission of the External Funding Titles I, II & IV Department is to support schools by providing opportunities for all children to acquire the knowledge and skills contained in challenging state content and performance standards. This mission includes supplementing academic areas, especially in reading and mathematics; promoting schoolwide reform; increasing staff development opportunities; distributing resources to areas and campuses where needs are the greatest; affording parents meaningful opportunities to participate in their children's education; and aligning the schools' instructional efforts with those of the state and district.

All department efforts ensure that support is provided for schools and students with the greatest need and that the school district remains in compliance with fiscal and programmatic regulations. See the resource links below for additional information.

Welcome parents!  Title I, Part A Parent and Family Engagement affords parents meaningful opportunities to participate in their children's education. Title I resources support activities of the district’s Family and Community Engagement Department (FACE) in building capacity for effective parental involvement, which includes training parents on how to work with their children to improve academically and training to improve their own literacy and parenting skills. For additional information, contact External Funding (713-556-6928 or email Ext.Funding@HoustonISD.org) or the FACE department (FACE@HoustonISD.org).

Kelso Elementary School and the parents of the students participating in activities, services, and programs funded by Title I, Part A of the Elementary and Secondary Education Act (ESEA) (participating children), agree that this compact outlines how the parents, the entire school staff, and the students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership that will help children achieve the State’s high standards.   Working together, teachers, parents, and students will form a partnership to help each child achieve success in school. Our united effort will benefit your child by supporting his/her success in school. 

This school-parent compact is in effect during the school year 2025-2026.

School Responsibilities: Kelso Elementary School will support our students in the following ways:

1. Provide high-quality curriculum and instruction in a supportive and effective learning environment that enables the participating children to meet the state’s student academic achievement standards as follows:

• Providing a positive learning environment for all students.

• Making our students aware of the expectations for his or her success in school.

• Teaching strategies to help our students become better readers, writers, thinkers, and leaders.

• Encouraging our students to read outside of school every day.

• Developing, adopting, and delivering high-quality programs and curriculum, which are based on research and best practices, and are aligned with the state's adopted standards.

2. Holding parent-teacher conferences (at least annually), during which the strategies and practices within this compact will be discussed as they relate to the individual child’s achievement and continued progress.

3. Providing parents with frequent reports on their children’s progress.

4. Providing parents reasonable access to staff.

5. Providing parents opportunities to volunteer and participate in their children’s classes, and to observe classroom activities.

Parent Responsibilities: Parents are encouraged to support their children’s learning in the following ways:

• Sending your children to school ready to learn.

• Making your children aware of your expectations for their success in school.

• Providing a quiet place for your children to do homework; and checking to see that it is finished.

• Encourage your children to read every day, outside of school.

• Monitoring attendance (absences and tardies).

• Volunteering in your children’s classroom, to the extent able.

• Participating, as appropriate, in decisions relating to your children’s education.

• Promoting positive use of your children’s extracurricular time and monitoring the amount of television your children are watching.

• Serving, to the extent possible, on district or school-based committees, or advisory groups.

• Staying informed about your children’s education and communicating with the school by promptly reading all notices from the school or the school district sent home with your children, provided through electronic means, or received by mail, and responding, as appropriate.

Student Responsibilities: Students share the responsibility to improve their individual academic achievement and achieve the state’s high standards. Students are able to share in the responsibility for their learning by:

• Coming to school ready to learn, and always trying to do your best in school.

• Doing your homework every day and ask for help when we need to.

• Reading for at least 30 minutes every day outside of school time.

• Giving our parents, or guardians, all notices and information received from our school every day.
